Mr. Vice-Chancellor, on behalf of the Council and Senate, I present to you Robert B. Howsam.
In the 41 years since beginning his teaching career at Old Trail rural school, "Bob" Howsam has won the recognition of his peers as a teacher, a scholar, an administrator, and a leader. Following his early education in Saskatchewan schools and his Bachelor and Master of Education degrees from the University of Saskatchewan, he earned his Doctor of Education degree at the University of California, Berkeley.
En route he took time out from his studies to teach for 6 years in elementary schools, to serve 5 years in the RCAF, lecture for a year in the College of Education, and to serve as principal of Brunskill, the College of Education demonstration school, for 5 years.
Prior to accepting the Deanship of the College of Education at the University of Houston he was Chairman of the Department of Educational Administration and Associate Dean for Graduate Studies, College of Education, at the University of Rochester.
A mark of recognition of his role as a leader in education is his membership in the American Association of Colleges of Teacher Education, serving on its Board of Directors, its Executive Committee, and its Bicentennial Committee.
Dr. Howsam's many publications reflect his special interest in the administration of public education, performance-based teaching, and the evaluation of teaching and administration. The competency-based teacher education project in his College has gained national recognition.
Mr. Vice-chancellor, I present to you Robert B. Howsam and ask that you will confer on him the degree of Doctor of Laws, honoris causa.
