EMINENT CHANCELLORS IT IS WITH MUCH PERSONAL PLEASURE THAT I PRESENT CHARLES MORLEY WILLOUGHBY TO YOU FOR FORMAL RECOGNITION BY THIS UNIVERSITY.
MORLEY WILLOUGHBY IS TRULY A NATIVE SON. HE WAS BORN IN REGINA BEFORE IT WAS INCORPORATED AS A CITY, TOOK HIS PUBLIC AND SECONDARY SCHOOL EDUCATION HERE AND• APART FROM TIME SPENT AT THE UNIVERSITY OF TORONTO AND A PERIOD OF WAR SERVICES, HAS LIVED HERE FOR HIS WHOLE LIFE.
FOLLOWING HIS GRADUATION FROM THE UNIVERSITY OF TORONTO WITH A BACHELOR OF ARTS DEGREES HE READ LAW IN WETMORE HALL IN REGINA, AND WAS CALLED TO THE BAR IN 1917.
IT IS INTERESTING TO NOTE IN PASSING THAT THE COLLEGE OF LAW OF THE UNIVERSITY GREW OUT OF WETMORE HALL. HE PRACTICED HIS PROFESSION FOR A SHORT PERIOD WITH A REGINA FIRM BEFORE WORLD OF BUSINESS WHICH HAS INCLUDED LUMBER, INSURANCE, FINANCE AND REAL ESTATE. IN ALL HE HAS BEEN RECOGNIZED BY HIS ASSOCIATES IN THE COMMUNITY AND IN THE INTERNATIONAL AREA FOR HIS ORGANIZING ABILITY AND HIGH INTEGRITY.
MANY OTHERS HAVE MADE SIMILAR REPUTATION BUT, IN ADDITION TO HIS GREAT ABILITIES IN THESE AREAS HE HAS SHOWN A TREMENDOUS CONCERN FORE AND INTEREST IN THE WELL BEING OF HIS HOME CITY, HIS HOME PROVINCE AND HIS NATIVE LAND. LOOKING BACK OVER THE RECORD OF THE YEARS, ONE FINDS THE NAME MORLEY WILLOUGHBY ASSOCIATED WITH MOST OF THE MAJOR COMMUNITY PROJECTS. AMONG OTHERS, HE HAS BEEN PRESIDENT OF THE Y.M.C.A. AND A MEMBER OF THE MANAGEMENT COMMITTEE, A KEY FIGURE IN THE FUND-RAISING CAMPAIGN FOR BOTH THE Y.M.C.A. AND THE Y.W.C.A, AND LIFE-LONG SUPPORTER OF HIS CHURCH. HE WAS ONE OF THE LEADERS IN ORGANIZING THE VARIOUS VICTORY LOANS DURING THE CRITICAL WAR YEARS. HIS SUPPORT TO ALL COMMUNITY ACTIVITIES, INCLUDING THE UNIVERSITY, HAS BEEN GENEROUS INDEED.
MORLEY WILLOUGHBY FOLLOWED IN HIS FATHER’S FOOTSTEPS WITH. AN INVOLVEMENT IN REGINA COLLEGE. HIS FIRST INTEREST WAS IN FLORENCE TTT, ONE OF THE TEACHERS AT REGINA COLLEGES WHO BECAME MRS. WILLOUGHBY IN 192. IN 1932, MORLEY BECAME A MEMBER OF THE BOARD OF GOVERNORS OF THE COLLEGE AND MEMBER OF THE EXECUTIVE OF THAT BODY. IN 1934 WHEN THE UNIVERSITY TOOK OVER REGINA COLLEGE FROM THE UNITED CHURCH OF CANADA, HE BECAME A MEMBER OF THE ADVI SORY COMM ITTEE,
A BODY CHARGED WITH ADVISING THE UNIVERSITY ON THE OPERATION OF THIS NEW JUNIOR COLLEGE.
WHEN I BECAME DEAN OF REGINA COLLEGE IN 195O MR. WILLOUGHBY WAS CHAIRMAN OF THAT ADVISORY COMMITTEE AND IN THAT CAPACITY HE PROVIDED CONSTANT ASSISTANCE TO THE NEW DEAN IN ADMINISTRATION, IN COUNSELLING ABOUT THE DEVELOPMENT AND ENCOURAGEMENT AS NEW WAYS OF SERVING WERE EXPLORED. ONE ILLUSTRATION MIGHT BE USED. IN 1953 OR 1954 HE ENCOURAGED US TO MAKE A CAREFUL PROJECTION OF THE ENROLLMENT THAT MIGHT BE ANTICIPATED IN THIS JUNIOR COLLEGE. THE RESULTS WERE SURPRISING AND MOST ENCOURAGING AND WERE PART OF THE EARLY STUDIES THAT LEAD TO THE CONVICTION THAT A NEW UNIVERSITY SHOULD BE ESTABLISHED IN REGINA. HE CONTINUED AS CHAIRMAN OF THIS ADVISORY.COMM.ITTEE UNTIL 1961 WHEN THE NEW UNIVERSITY CAME INTO BEING.
WITH ALL THE SUCCESS MORLEY WILLOUGHBY HAS HAD AND THE OPPORTUNITIES HE HAS GRASPED FOR SERVICE TO HIS COMMUNITY HE HAS NEVER SOUGHT THE FOREFRONT OF PUBLIC RECOGNITION.
HIS MODESTY, HIS SENSE OF HUMOUR AND HIS ABILITY TO ENCOURAGE OTHERS TO PUT FORTH THEIR BEST EFFORTS MAKE HIM A REMARKABLE COLLEAGUE AND FRIEND.
A LITTLE MORE PROBING DISCLOSES THE FACT THAT MANY STUDENTS HAVE BEEN PROVIDED WITH AN OPPORTUNITY FOR AN EDUCATION AND A NUMBER OF YOUNG PEOPLE HAVE BEEN GIVEN OPPORTUNITIES TO MAKE THEIR OWN WAY IN BUSINESS. THROUGH THE EMINENT CHANCELLORS ON BEHALF OF THE COUNCIL AND SENATE OF THIS UNIVERSITY, I PRESENT CHARLES MORLEY WILLOUGHBY, BUSINESS, COMMUNITY LEADER, AND PATRON OF THE UNIVERSITY AND ASK THAT YOU CONFER ON HIM THE DEGREE OF DOCTOR OF LAWS HONORIS CAUSA.
