MR. VICE-CHANCELLOR, ON BEHALF OF THE COUNCIL AND SENATE, I PRESENT TO YOU DOCTOR RAY FRANCIS ETHELRED HARVEY.
BORN IN DURBAN, MANITOBA, SON OF THE VILLAGE STOREKEEPER, HE RECEIVED HIS EARLY SCHOOLING IN THAT VILLAGE, BUT CAME TO NUTANA COLLEGIATE INSTITUTE IN SASKATOON FOR SENIOR MATRICULATION.
AFTER SERVING AS STORE CLERK AND THRESHING HAND, HE ATTENDED THE WINNIPEG NORMAL SCHOOL AND WESLEY COLLEGE. HIS TEACHING CAREER BEGAN AT LADY HUBBLE ONE-ROOM RURAL SCHOOL IN MANITOBA.
FROM 1937 HE WAS PRINCIPAL OF THE NORQUAY VILLAGE SCHOOL UNTIL JOINING THE R.C.A.F. IN 1942. AFTER HONOURABLE DISCHARGE FROM THE R.C.A.F., HE SERVED AS KAMSACK HIGH SCHOOL TEACHER AND WAS APPOINTED PRINCIPAL OF THE NIPAWIN HIGH SCHOOL IN 1946. HIS LEADERSHIP POTENTIAL WAS RECOGNIZED AS HE WAS INVITED TO ACCEPT CHALLENGES IN RAPID SUCCESSION — PROVINCIALLY APPOINTED SUPERINTENDENT FOR THE MEDSTEAD AND THE NIPAWIN UNITS, REGIONAL SUPERINTENDENT OF HIGH SCHOOLS FOR NORTH-EASTERN SASKATCHEWAN, CHIEF SUPERINTENDENT OF SCHOOLS FOR THE PROVINCE, AND DEPUTY MINISTER OF EDUCATION. THE LATTER POST HE HELD UNDER TWO DIFFERENT GOVERNMENTS.
HE BECAME PROFESSOR OF EDUCATIONAL ADMINISTRATION, REGINA CAMPUS IN 1965. IN THE SAME YEAR HE WAS AWARDED THE PH.D. DEGREE BY THE UNIVERSITY OF ALBERTA.
IN 1968, HE BECAME DEAN, FACULTY OF ADMINISTRATION, AND VICE-PRINCIPAL OF THE REGINA CAMPUS IN 1970. -HE LEFT THAT POST TO BECOME DEPUTY MINISTER OF CONTINUING EDUCATION IN 1972, A POST HE HELD UNTIL HIS RETIREMENT IN 1973.
WITH THE SUPPORT OF HIS CHARMING WIFE AND THEIR TWO DAUGHTERS, RAY HARVEY HAS MADE A SIGNIFICANT CONTRIBUTION TO EDUCATION IN OUR PROVINCE AND COUNTRY. INDEED, FEW CANADIAN EDUCATORS HAVE BEEN ABLE TO ATTAIN THE EMINENCE OF THIS GREAT ADMINISTRATOR.
MR. VICE-CHANCELLOR, I PRESENT TO YOU DR. RAY FRANCIS ETHELRED HARVEY AND ASK THAT YOU WILL CONFER ON HIM THE DEGREE OF DOCTOR OF LAWS, HONORIS CAUSA.
