Father Lear was born in Willow Bunch, Saskatchewan and attended the ColIege Catholique de Gravelbourg, and the Scholasticate in Lebret, before leaving this province for further study in a number of universities in Canada and abroad. After his ordination twenty years ago he taught Sociology at Laval and at several theological institutions before going to the University of Ottawa in 1951.
In his own academic field, his opinions have been particularly characterized by broad intellectual sympathies and by a remarkable ability to present fairly views remote from his own. On this account and because of an amiable and gracious wit he was soon in much demand as a speaker and as a delegate at many national and international gatherings.
At the University of Ottawa he manifested remarkable administrative talents, as Dean, and as Vice-Rector, before his appointment as Rector in 1958. As the head of Canadaâ€™s only bilingual university, situated in the national capital, he has not hesitated to offer welcome leadership both in Canadian university circles and in a large number of other organizations. He has recently completed an impressive term of office as president of the National Conference of Canadian Universities and Colleges. He has been a member of the Executive of the Association of Universities of the British Commonwealth, and was one of Canadaâ€™s representatives at the Commonwealth Education Conference in Delhi, India, last year.
Having in mind these notable achievements, both nationally and internationally, Mr. Vice-Chancellor, I present to you Father Legare, in whose career his native province of Saskatchewan is entitled to take much pride, and ask that you confer on him the degree of Doctor of Laws, honoris causa.
