What do users expect to happen when they click on a link? They expect old page will go away and a new page will appear. When you use within the page links you break this simple model of how things work. Chunk up long pages instead to save the user time and avoid the "within" the page links. In some limited cases within-page links are okay according to Nielsen -- long alphabetical list across the top of page, a FAQ with a list of questions at the top, and a table of contents. If you can avoid these uses, even better.
