Staub reviews some of the research findings by Shaihk and Lenz about where undergraduates expect to find certain elements on web pages to find out if expectations have changed since 2001. The results have not changed.
Good design is invisible -- it shouldn't distract the user by being obvious and drawing attention to itself. Save the bling-bling for your dog! Let people focus on the content on your site which should be communicating something, maybe even something surprising, to them.
