Abstract:
The French mission in Hanoi stated that the Democratic Republic of Vietnam (DRV) would not agree to negotiate for peace at this time as: 1) The DRV did not feel that they had been defeated; 2) The DRV received Soviet assurances of support (type not specified) by Alexander Shepelin; and 3) The DRV felt that the US was not to be trusted at the conference table and was probably laying a trap through world opinion to force the DRV to abandon the fight.
