Abstract:
This Cable gives details regarding the position of Democratic Republic of Vietnam (DRV) on negotiations: 1) The DRV has no objection to making preliminary contacts with the US while partial bombing still continues; 2) The first contact must be aimed at the total cessation of bombing before talks continue; 3) The first contact must only be between the US and the DRV at the ambassador level; 4) The DRV rejected Moscow as place of first contact and proposed Phnom Penh.
