Abstract:
The two main items discussed at a ___ meeting ___ were the problems in implementing general mobilization and the correctness of the position of the Government of Vietnam toward the preliminary contacts between Washington and Hanoi. Minister of Foreign Affairs Tran Van Do explained that it was not necesssary for South Vietnam to be involved in the preliminary contacts, a position which all the ministers except the Minister of Labor accepted. Do affirmed that the Government had been consulted beforehand on the bombing limitations but had not been informed of the exact timing. Do stated that press stories about three Vietnamese returning from France to consult on the peace negotiations were false.
