The Ambassador of North Vietnam (NVN) said that NVN had taken seriously President Johnson's initiative in starting peace talks. He continued that NVN is willing to talk despite the "necessary" propaganda emanating from Hanoi. Hanoi alone would make all future decisions regarding peace talks and NVN did not fear Chinese reactions or pressure.
