Abstract:
According to a North Vietnamese diplomat, the delay in meetings between the US and NVN was not from the North Vietnamese side. They were ready to meet with the US either in Phnom Penh or Warsaw and at no other place. The first topic to be discussed should be the date of the total bombing halt by the US. After that will be the time and place for talks on implementation of the 1954 Geneva Accords.
