According to a North Vietnamese diplomat, because of a lack of good will the Americans are deliberately delaying the peace talks by refusing the two capitals suggested by Hanoi as meeting places. Hanoi does not accept Vientiane because the Laotian government's hostile attitude toward North Vietnam.
