Abstract:
The Chinese delay Soviet aid deliveries to North Vietnam and are not giving enough food to ease the serious food shortage there. While one faction in North Vietnam wants to continue fighting at all costs, another feels that the food situation is so difficult the war should stop. The problem of the latter faction is how to end the war honorably.
