On 23 May 1967, Hanoi was generally calm except for one burst of anti-aircraft fire at about 1500 hours, which came without any air raid warning prdeding it. On 25 May 1967, a high-ranking official of the Vietnamese Foreign Ministry ridiculed American peace proposals, but did not flatly state that North Vietnam would not negotiate for peace at some future time.
