Abstract:
The following are among measures being planned by the Viet Cong (VC) against the Revolutionary Development program of the Government of Vietnam (GVN) in Quang Nam Province: 1) special training so cadres can defect to the GVN as a means of operating in GVN-pacified areas; 2) protests and terrorism against resettlement hamlets; and 3) the organization of suicide battalions and armed squads to carry out VC orders. The Dien Ban National Front for the Liberation of South Vietnam (NLFSV) District Committee has announced that Dien Ban is vital to province-wide VC activity. If the GVN has a free hand in carrying out the rural pacification program, VC collection of taxes will be greatly reduced and communication between VC units will be interrupted.
