In response to the call of Chairman Ho Chi Minh and orders from Trung-Bo (unidentified code name) in July 1966, Interzone 5 accelerated the formation of pseudo-democratic institutions to build a legitimate institution. This move is intended to achieve the following objectives: 1) Discredit the 11 September Government of Vietnam (GVN) elections; and, 2) Create a legitimate government.
