Abstract:
The following are the essential preconditions to the opening of negotiations on Vietnam: 1) Cessation of bombing of North Vietnam; 2) Some move toward de-escalation of hostilities; 3) Recognition of the Viet Cong as an element in negotiations; 4) Agreement that the objective of negotiations will be the working out of modalities for implementation of the 1954 Geneva Agreement; and, 5) Acceptance of a neutralized independent Government of Vietnam as the ultimate objective of both sides.
