Abstract:
The Situation in South Vietnam [political situation: the govt. lacks cohesion; Gen. Minh is dissaffected, and Vice Premier Hoan makes no pretense of loyalty. Military situation: pacification program is having organizational problems and is being affected by VNQDD infighting; Viet Cong activity has declined in quantity and intensity, excepting terrorist operations; ARVN search-and-clear operations have only served to keep the VC off balance; casualty and weapons loss ratio favors the VC; details of military activities in I-IV Corps zones and Tien Giang tactical area and progress on pacification of critical provinces. Economic situation: rubber production has fallen. Third country developments: Cambodia has received a UNSC team to investigate border violations; the People's Republic of China warns against the US extending the war to areas near Chinese territory].
