Abstract:
The Situation in South Vietnam [Political situation: PM Huong will issue a declaration stating that full authority rests with the civilian govt. and elections for a national assembly will take place; the election will sidestep the issue of reconvening the HNC; a new military liaison committee under Gen. Ky may serve as the vehicle of continued military involvement in political life. Economic situation: govt. has approved a 46.6 billion piaster budget; retail rice prices remain steady. Military situation: Viet Cong activity has been primarily terrorist; casualty and weapons loss ratio favors the VC; some progress has been made in province pacification in Hop Tac area. Third country developments: France might accept an international conference to approve a new nationalist govt. organized on a platform of negotiated peace and nonaligned foreign policy but not including the VC and NFLSV. India feels that the US should seek a Geneva Conference and not press for a military decision. Bloc developments: USSR has promised support to North Vietnam should the US attack].
