Ky may serve as the vehicle of continued military involvement in political life. Economic situation: govt. has approved a 46.6 billion piaster budget; retail rice prices remain steady. Military situation: Viet Cong activity has been primarily terrorist; casualty and weapons loss ratio favors the VC; some progress has been made in province pacification in Hop Tac area. Third country developments: France might accept an international conference to approve a new nationalist govt. organized on a platform of negotiated peace and nonaligned foreign policy but not including the VC and NFLSV.
