Abstract:
The Situation in South Vietnam [political situation: Air Vice Marshall Ky and four other generals have agreed to PM Quat's proposal to dissolve the Armed Forces Council but not to his proposed command reorganization; Catholics may be concerned over replacements of Gens. Dong and Cang and trials of officers implicated in Feb. 19 coup; Quat may fear that participation in a Cambodian Conference might push critics to move against him; internal Buddhist friction is resulting from attempts to exert control over reluctant segments. Economic situation: price of rice continues to rise. Military situation: Viet Cong operations have decreased; antiaircraft weapons and a buildup of forces in southern Quang Tin Province have been reported; South Vietnamese operations have increased; casualty and weapons loss ratio favors South Vietnam; province pacification in the Hop Tac area needs new impetus; the defector program has been improved. Third country developments: Cambodia has announced that the US, South Vietnam, and Thailand have no right to attend the proposed Cambodian Conference; US Army Attache reports that there is some substance to an alleged border violation resulting in the death of a Cambodian; Philippines may send a 2,200-man task force to Vietnam.
