Reactions of the Soviet Union, Communist China and Military Region 4 People's Revolutionary Party Committee Proselyting Cadres to the "67 Resolution" of the Lao Dong Party Defining the Party's Neutral Stand in the Sino-Soviet Dispute [the resolution was intended to define the policy for the continuation of the war and contained the policy clarification that North Vietnam would take a neutral stand in the Sino-Soviet dispute and that volunteers would not be accepted from either the Soviet Union or China; the USSR approved the resolution, and China opposed North Vietnam's acceptance of negotiation as a contingency policy; Zone 4 cadres were enthusiastic because the resolution ended their confusion on the Sino-Soviet dispute and offered the possibility of negotiation].
