Comments ______________ on Bombing of North Vietnamese Dikes and North Vietnamese Inability to Meet Rice Production Quotas [Red River dikes in Phu Tho Province were bombed by US planes, and the govt. ordered that the repairs be made promptly; the repairs were accomplished without trouble because the water level was low. The govt. has established a goal of five tons of unmilled rice per hectare for farmers; continuing air raids will curtail planting and harvesting, but there is no shortage of food in Hanoi].
