Abstract:
This Memo examines the advantages and disadvantages of 4 different programs against the DRV: (1) a program along the lines of the pre-pause pattern; (2) a program concentrating on LOCs in the southern DRV; (3) a similar program, but with the addition of POL storage facilities; and, (4) a much expanded program, exempting only population targets and sources of food supplies. These 4 programs are weighed against two US objectives: (1) interdicting the movement of men and materiel to SVN, and (2) inducing the DRV to take steps to halt the support for the insurgency in SVN. The Memo also considers the effects of each program in the short run, over the next 10 weeks or so.
