Abstract:
On 23 and 24 August, eight general officers of the Army of the Republic of Vietnam, including Major General Tran Van Don, Acting Chief, Joint General Staff, discussed the security situation. One general recommended a decrease in the number of troops in Saigon. The generals agreed to issue an edict recalling all arms held by civilians. The generals discussed the possibility of student demonstrations and were not very sure that they could control the situation although the President and Nhu apparently agreed that there would be no difficulty as Diem said that the schools should not be closed and Nhu planned a Republican Youth demonstration for 25 August.
