Political situation: political scene remains quiet; Premier Ky tours Central Highland provinces; three VC agitators executed; Tri Quang allegedly threatens to revive agitation; Tri Quang reportedly shuns Buddhist Institute chairmanship; Institute allegedly reinstated controversial monk; interfaith organization is formed; General Confederation of Labor organizes action committee. Military situation: government's military picture improves; statistics all favor GVN; VC harassment and sabotage continue; indications of VC buildup persist; three possible VC battalions facing 1st US Cavalry Division; VC battalion attacks near Ben Cat; two VC regiments reported in Phuoc Long Province; lines of communication are still prime VC targets; combined government operation reportedly compromised. Rural reconstruction: Rural Affairs minister appointment still being considered; four reported under consideration; Chieu Hoi statistics; magnitude of refugee problem reported; 635,752 refugees registered.
