Laos situation report prepared at 2030 hours local time on 29 December 1964. The tension in Vientiane between National Police and Lao armed forces of the 5th Military Zone, which was aggravated by the police arrest of the Sieng Mahason editor on 24 December but had seemed to diminish subsequently, has today increased as a result of various army troop movements including those of Mobile Group 17 in the vicinity of Vientiane. National Police forces are on full alert as are forces of the 5th Zone. Both senior military and police commanders show signs of extreme nervousness. Each side accuses the other of plotting, but both sides disclaim any intention of starting trouble although they admit they are prepared to react if the other moves.
