Abstract:
The ruling Military Revolutionary Council, two weeks after the coup d'etat, appears to have overcome the initial pitfalls in the establishment of a new, if provisional, order and now must grapple with the longer-term and more difficult problems of getting on with the war against a still strong and determined enemy, of finding some institutional framework which can absorb and properly channel the re-emergent, but discordant, political forces which had long been suppressed by the Diem regime, and of limiting the discord within its own ranks sufficiently to permit the promised eventual transition to a permanent, popularly elected government.
