Abstract:
Vice President Nguyen Cao ky thinks he should head a Government of Vietnam (GVN) delegation to participate in the Paris Peace Talks. He believes that he has the stature among the Vietnamese military as well as the ability to handle the various Vietnamese political groups to be able to represent the GVN, and whatever concessions he might have to make therefore would be more acceptable to them. Another factor favoring his appointment as head of the delegation is that President Nguyen Van Thieu would have a scapegoat for any unfavorable developments which might occur.
