Abstract:
On the afternoon of 4 April, Vice President Nguyen Cao Ky was working quite closely with President Nguyen Van Thieu studying President's Johnson 31 March speech and Hanoi's 3 April response to it. Thieu and Ky had spent that morning briefing representatives from the troop-contributing nations and other executive officials. Commenting specifically on Hanoi's response, Thieu believes that Hanoi's objective is probably to determine the real price the US is willing to pay for negotiations. The Government of Vietnam (GVN) does not view Hanoi's response as a willingness to negotiate and believes other concessions will have to be made before talks actually get under way.
