Abstract:
The possibility of peace talks and attendance problems have made relations between President Thieu and Vice President Ky better than they have ever been. On 5 April, Ky suggested that, given the lack of government (GVN) preparation for negotiations, Thieu should set up a task force to prepare position papers and collect data to support GVN positions. As of 9 April, Thieu had not acted on the suggestion. Thieu and Ky have decided that a three-man GVN team should be present in the same city as the US and North Vietnam (DRV) preliminary negotiators. The team members would not take part in the US-DRV talks but would be available for consultation. Ky is against having Foreign Minister Do head the GVN delegation to any eventual peace talks. Thieu and Ky have not yet decided what the GVN position will be. They think it might be possible to influence US policy by means of solid GVN accomplishments. Thieu and Ky are aware of the danger of a pro-Communist bandwagon mentality and the GVN will probably crack down on any premature neutralist activities.
