Abstract:
Nguyen Dac Khe, a self-exiled member of the Vietnamese Delegation to the 1954 Geneva Conference who, at GVN request, has recently returned to Saigon, discussed his views on problems relating to negotiations, views which he said he had expressed to President Thieu and Foreign Minister Tran Van Do. He said that there are three sets of problems, relating to the periods before, during, and after negotiations. He believes that the first and third stages will be difficult periods for the government, but that the second stage, although long, will not be difficult. During the first stage he expects the Communists to launch an offensive in order to come to the bargaining table in a position to negotiate from strength. He warns that the American may attempt to maneuver the GVN into making the concessions necessary to reach an acceptable settlement. After negotiations, he considers the greatest problem will be coping with the opposition political force which will emerge. Khe warns that the GVN negotiating team must be unified under one leader, and not reflect the dissension among GVN leaders. He offered to serve on the team.
