Supporters of Chief of State Lieutenant General Nguyen Van Thieu believe that he is beginning to act like a candidate for the presidency. He has stated that he favors a convention of representatives of various power groups such as Catholics, Cao Dai, Buddhists and Hoa Hao representatives from the provinces, and from the Constituent Assembly. About thirty people are working to establish contact with various groups in order to set up a national front. The military will form a united group and that there will not be an open confrontation between Thieu and Prime Minister Nguyen Cao Ky. One will be the candidate and the other will bow to the will of the military directorate.
