This CIA Memo basically confirms the UPI news item regarding he Central Election Council claims of election fraud. The Memo also confirms that the National Assembly Special Committee has voted overwhelmingly (16 to 2) against validation of presidential election results. Thieu and Ky, however, still believe that the Assembly will reject the recommendation from the Special Committee and validate the election results.
