Flanagan's response to Ken Hatt's paper which "reads in part like a review of his book "Riel and the Rebellion: 1885 Reconsidered." Flanagan is critical of Hatt's treatment of the topic. He discusses the interpretation of the order-in-council of 28 January which established the Scrip Commission of 1885, and points to the need for a study of the Métis scrip market to determine whether the Métis were exploited by sharp operators or not.
