Abstract:
This cable gives information concerning the 10 April 1965 meeting of a Vietnamese Communist cell in Phnom Penh, Cambodia: 1) the cell leader, just returning from South Vietnam, reports on the bombing of the US Embassy in Saigon on 30 March 1965; 2) A regional commissar, just coming from North Vietnam, reports on: a) North Vietnamese reactions to US air strikes against North Vietnam, b) North Vietnamese position on peace negotiations, and, c) North Vietnamese view of Pres. Johnson's speech of 7 April on Vietnam.
