Abstract:
The tribal autonomy movement (FULRO) central committee met in Cambodia on 7 July 1967 under the chairmanship of Y Bham Enoul to consider the results of the montagnard conference held in Pleiku on 25-26 June 1967 under the sponsorship of the Government of Vietnam (GVN). The committee decided to reject completely the results of the Pleiku conference on grounds that the meeting decisions reflected only the empty promise of guarantees, were the unreasonable work of the Special Commissariat for Montagnard Affairs (SCMA) and did not touch on the previous demands and present role of FULRO. The FULRO meeting also rejected the idea endorsed at the Pleiku meeting that the SCMA should be elevated to the status of a ministry and insisted the only acceptable solution is the establishment in Ban Me Thout city of a Commissariat General for Ethnic Minorities. Y Bham Enoul announced at the end of the meeting that any further negotiations between FULRO and the GVN wpuld have to be held in Manila.
